Observer Controllers (O/Cs)

Observer Controllers are essential for collecting data and controlling the execution of the experiment force (EXFOR) and opposition force (OPFOR) during the MSEL. They serve as the linchpins in achieving the experiment's objectives.

Roles and Responsibilities:

• Receive orientation and training specific to the experiment.

• Follow assigned elements through the combat preparation cycle.

• Accompany assigned elements throughout the event to provide oversight.

• Control the experiment in accordance with the MSEL/scenario schedule.

• Adjudicate force-on-force engagements to ensure accurate assessment.

• Supervise debriefs and the data collection efforts.

• Collect data according to the Data Collection and Analysis Plan (DCAP) to support analysis requirements.

Range Safety Officers (RSOs)

Range Safety Officers are critical to maintaining a safe training environment during all exercises conducted within the Operations Research and Exercise Support Section. Their primary focus is to enforce safety protocols and ensure compliance with regulations.

Roles and Responsibilities:

• Monitor all training and experiment activities to ensure safety standards are met.

• Conduct safety briefings for all personnel prior to training exercises.

• Oversee the execution of safety protocols during live-fire events and simulations.

• Serve as the primary point of contact for safety-related incidents and emergencies.

• Coordinate with EXCON to ensure that safety considerations are integrated into the MSEL and overall experiment design.

• Enforce range regulations and address any safety violations promptly.

• Maintain communication with EXCON regarding any safety concerns or changes to safety procedures.
